When the ITA was established in 2018, independence in anti-doping was an ambition more than a reality. What this report reflects is how far that ambition has travelled. The year 2025 was the final chapter of my tenure as Chair of the ITA Foundation Board, and I could not have wished for a more fitting close: a year of sustained delivery, growing partnerships, and an organisation operating with the confidence and credibility it has earned.
I am proud of what the ITA’s Board, team and partners have built together. From its founding mandate to protect athletes through independence and expertise, the ITA has grown into an organisation that more than 80 signatories to the World Anti-Doping Code trust to manage their anti-doping programmes. That trust is not given. It is built, year by year, through rigour, fairness and an unwavering commitment to the athletes we serve.
I warmly welcome Jacques Antenen as the ITA’s new Chair of the Foundation Board. His integrity, his deep experience in governance and accountability, and his commitment to clean sport make him exceptionally well placed to lead the organisation into its next chapter. The foundations are strong. The direction is clear. I leave with confidence.
The world measures sporting achievement in fractions of a second. What it rarely sees is the infrastructure of trust that makes those moments meaningful: the testing programs designed months in advance, the intelligence assessments developed quietly behind the scenes, the education initiatives reaching athletes long before they step onto a podium.
In 2025, the ITA operated at full pace. Positioned between Paris 2024 and the Milano Cortina 2026 Olympic and Paralympic Games, it was a year that demanded both reflection and relentless forward momentum. Our teams worked across disciplines, time zones and cultures, supporting more than 80 international sport organisations and the athletes they serve, and strengthening the systems that anti-doping depends on.
Behind the figures is a shared standard of work: dedicated, independent and grounded in the understanding that protecting sport is a long-term responsibility, not a series of isolated interventions. I am grateful to the ITA team and to our partners for the professionalism, collaboration and commitment they bring to this responsibility every day.

Receiving the Olympic Order, the highest award of the Olympic Movement, represents a recognition of Dr. Fourneyron’s steadfast dedication to fair play and integrity in sport.
The ITA is pleased to announce the successful first meeting of its newly appointed Ethics Panel, held on March 13, 2025.
The renewed agreement was signed on 20 October 2025 at the 10ᵗʰ Session of the Conference of Parties (COP10) to the International Convention against Doping in Sport.

For five days, Florence passionately advocated for clean sport, engaging with young athletes across three cities.
The IWUF 10th Sanda World Cup, held from 5 to 10 April brought together nearly 170 elite Wushu athletes from around the world.
The ITA led an impactful education initiative at the IWF World Youth & Junior Championships in Peru
ITA Education Ambassador Thais Cevada delivered an interactive clean sport presentation for the ICF Development Camp athletes and support personnel.
Trakai, Lithuania hosted the World Rowing Under 19 Championships, bringing together some of the most promising young athletes in the sport.
Over the course of two days, the booth welcomed close to 200 visitors, including athletes, coaches, team doctors, parents and boxing fans.
This marked the first time UWW partnered with the ITA to bring education directly into a training camp setting.
Following the IFBB's delegation of its anti-doping program to the ITA earlier this year, education became an important pillar of the partnership.
No two major events are the same. In 2025, the ITA adapted its expertise to a wide range of sporting contexts, delivering anti-doping programs designed to meet the distinct challenges and opportunities of each competition. From youth festivals to continental and multi-sport events, each setting required a tailored approach, close collaboration and the ability to respond to evolving needs. Behind every event was a shared commitment: protecting the integrity of competition and the rights of clean athletes.

The ITA delivered an independent, expert-led, and Code-compliant Anti-Doping program for the World Games.
Hosted by the ISSA, the 2025 Islamic Solidarity Games will mark the sixth edition of the event. Athletes from the 57 member countries of the Organisation of Islamic Cooperation will compete.
Pre-Games programs play a vital role in the build-up to major sporting events. They help ensure that stringent testing schemes are applied during the decisive preparation period.

The IWF has formally signed a new agreement with the ITA for the 2025–2028 period, ensuring the continuation of their partnership
Both organizations share a common goal of doping-free and fair sport and recognize the importance of collaboration

This is complemented by the continued support of the Olympic Movement and sponsorship, enabling the ITA to advance its mission to protect clean sport. Year-on-year fluctuations reflect the scale of delegated programs and the major events taking place during the reporting period.
