The ABP is an individual electronic profile that tracks selected biological variables over time, allowing for the indirect detection of potential doping practices. The ABP is managed by the ITA on behalf of the UCI, in collaboration with the Athlete Passport Management Unit (APMU) based in Lausanne, Switzerland. The APMU operates in association with the WADA-accredited laboratory in Lausanne and supports expert evaluation of biological data.
ABP-related cases are built upon the opinion of an independent panel of experts appointed by the APMU. When these experts unanimously agree that the collected data is consistent with doping and cannot be otherwise explained, the case is referred to the results management authority.
While the ITA manages the ABP program independently on behalf of the UCI, the UCI retains the authority for results management and the prosecution of Anti-Doping Rule Violations (ADRVs). Accordingly, the decision to provisionally suspend the rider was taken by the UCI.
