The ADRVs were based on investigations conducted by the WADA’s Intelligence and Investigation Department (WADA I&I) and by Professor Richard McLaren into allegations of systemic doping practices in Russian sport as well as Moscow Laboratory Information Management System (LIMS) data retrieved by WADA I&I over time.
Following these investigations and subsequent review of the underlying analytical data, over the course of the end 2020 and early 2021, the ITA asserted ADRVs against Ms Shimkova, Ms Slivenko and Mr Kireev under Article 2.2 of the IWF Anti-Doping Rules (IWF ADR) for Use of Prohibited Substances, including anabolic steroids.
After conclusion of the Results Management process, the Athletes have been sanctioned as follows:
Svetlana Shimkova – The athlete admitted that she had committed an ADRV and entered into an Agreement on Consequences with the ITA comprising a period of Ineligibility of two years from 16 October 2020 until 15 October 2022 and disqualification of all competitive results from 8 May 2012 thereon;
Oksana Slivenko – Considering that the athlete has been sanctioned by the Russian Anti-Doping Agency (RUSADA) with a period of Ineligibility of two years from 2 February 2018 for the presence of the prohibited steroid dehydrochlormethyltestosterone metabolite found in her sample collected in December 2017, an additional period of Ineligibility of two years from 1 March 2021 until 28 February 2023 and disqualification of all competitive results from 1 March 2012 thereon were imposed against Ms Slivenko. The Athlete did not challenge the ban.
Rinat Kireev – Considering that the athlete is sanctioned by RUSADA with a period of Ineligibility of four years from 2 July 2019 for the presence of the prohibited substances metabolites of androsterone, 5aAdiol, 5bAdiol from a sample collected in May 2019, no additional period of Ineligibility was imposed. However, all competitive results of the athlete from 9 February 2012 thereon were disqualified. The Athlete did not challenge the sanction.
During the period of Ineligibility, as per Article 10.14 of the IWF ADR, the athletes cannot participate in any capacity in any competition or any other activity either at the international or national level organized by any signatory of the World Anti-Doping Code.
