A review of the rider’s haematological biological passport (ABP) by the Athlete Passport Management Unit (APMU) returned an Adverse Passport Finding (APF) for abnormalities in the values of the blood ABP.¹ More particularly, a panel of independent experts unanimously concluded that the abnormalities in the rider’s ABP during and after the 2024 Tour of Langkawi, respectively, were highly likely caused by the use of a prohibited substance or a prohibited method.
Following the results management process conducted by the UCI, the matter was submitted to the Tribunal for adjudication.
On 3 August 2026, and further to a fully-fledged hearing process during which the ITA represented the UCI, the Tribunal found that the athlete had committed an ADRV for the use of a prohibited substance or a prohibited method in accordance with Article 2.2 of the UCI anti-doping rules.
As a result, the Tribunal has imposed a four-year period of ineligibility on Giovanni Carboni from 11 September 2025 to 10 September 2029. Additionally, all results obtained by the rider from the start of the Tour of Langkawi (29 September 2024) until the date of the provisional suspension (11 September 2025) are disqualified.
The rider and the relevant stakeholders, namely UCI/ITA, the World Anti-Doping Agency and the rider’s National Anti-Doping Organisation (NADO), have a right to appeal the Tribunal decision before the appeals division of the Court of Arbitration for Sport (CAS).
The ITA will not comment further on this case.
¹ The ABP is an individual electronic record that monitors specific biological variables over time and allows for the indirect detection of doping. The ITA manages the ABP program on behalf of the UCI, in collaboration with the Athlete Passport Management Unit (APMU) based in Lausanne, Switzerland. The APMU operates in association with the WADA-accredited laboratory in Lausanne and supports the evaluation of data through a panel of independent experts. When this expert panel unanimously concludes that the data reflects doping, the case is referred for results management.
